Zero to Five Advisory Network
Zero
to Five Advisory Network (ZFAN) is a collaborative network of Michigan
home visitor prevention programs supported by Children's Charter that meets monthly to address common
issues. The network has three primary goals:

Educating
at the state and local levels of awareness, development and funding
of home visitor prevention programs
- Information
sharing regarding best practices for serving families
- Collaboration
on conferences, training, and program evaluation
ZFAN
was born in 1995 as a project to advocate for long term, sustainable
funding for home visitor programs. The goal was to establish a
pool of funding which was accessible, and flexible enough, to support
the various programs developed by each community. This original
goal has met with considerable success. The 0-3 Secondary Prevention
Fund has grown to a $5.3 million fund (thanks to contributions
from the Department of Community Health, Family Independence Agency
and Department of Education) providing grants to 47 communities
serving families with young children.
The
programs serve families that have children ages zero to five; many
are based on the Healthy Families model. Children's Charter has
provided staffing and support to ZFAN since its inception, shaping
advocacy efforts and working to expand the funding opportunities
available to these community-based programs.
ZFAN
formally adopted a series of outcomes indicators by which home visitor
