Monroe's program opened in 1996 as a collaborative effort between two social service agencies — the Retired Senior Volunteer Program and Family Counseling and Shelter Service.  In 2001 RSVP assumed total responsibility for the program.  Funding for the program comes from the RSVP program and complemented by local fundraisers and grants from the National CASA Association, the Child Advocacy Network, and the Monroe County Community Foundation.
